Temporary traffic lights and road works

We have seen a number of these. Why do we see temporary traffic l;ights and partricularly this sign,

and nobody working?
I mean any time of day or night, any day of the week!
Maybe the sign should leave the man out and show a shovel stuck into the muck.
I have a theory, but will post it later.

That, Kwak, in itself is an oxymoron, as you well know!! I certainly would not write anything so sexist!!

They are there so that CP can practice his slalom especially round Victoria Road and Hallroyd and down in that there Hebden where they are all weird.
